At the planning conference in Government of the RK Minister of Construction of Karelia Valery Momotov has told about the government policy in the field of town-planning in territory of the island of Valaam formulated in the Concept of the master plan for the Valaam archipelago development.
According to the Ministry of Construction, revival of the the Holy-Transfiguration Valaam Monastery is a priority task of social and economic development of the archipelago. Therefore, systematic renewal, reconstruction and restoration of objects of the monastery, restoration of monasteries, new construction of cult and economic objects of Orthodox church is conducted. Building of the Winter hotel was transferred into the monastery's ownership. Provision of housing for people departing to take up permanent residence on the continent proceeds, as the 60-apartment building is being constructed in Sortavala. The Naval Home is reconstructed on Valaam to become an administrative centre of the settlement for the secular population. Reconstruction and adaptation of the former nuns' refectory at the Winter Hotel was started to build a complex of auditorium and a kindergarten for 25 kids.
During implementation of the concept of the master plan it has become obvious that reconstruction of objects of various purpose is not possible without prime development of municipal infrastructure. Therefore, design work on reconstruction of the building of the lodging for travelers into a hospital and an ambulance station, reconstruction of the grain barn into a school have been suspended. The basic resources and efforts have been directed on creation of steady power supply, plumbing and sanitary, road network development.
Now the 1.5 megawatt diesel power station is constructed, design work on installation of electrocable from the continent through the bottom of Ladoga lake is conducted. Sewage disposal plant was constructed in the central manor.
Since 2002, driveways to the monastery on the island have been surfaced with paving blocks, water-carrying pipes have been repaired and reorganized, five wooden bridges and gravelling of roads have been repaired. The main monastic road has also been repaired.
To scope design works on the entrance zone of the monastic bay significant work has been done to determine investors and investment intentions of the Valaam monastery, Valaam-Service, Ltd., Karelenergo, Ministry of Natural Resources (with regard to state ownership). Landowners of the entrance zone of the monastic bay have been specified. As a result, the Ministry of Construction has prepared the task to develop project documentation on the object.
